The establishment of the Beijing International Commercial Court (BICC) is a major measure taken by the Supreme People’s Court to actively integrate itself into the national major development strategy and the capital’s high-level opening-up layout, and strive to provide efficient, convenient and low-cost foreign-related judicial services for both Chinese and foreign parties. Since its establishment one year ago, effective work has been done in an accurate positioning and fact-based manner from a big-picture perspective.

Wang shared the experience of the China International Economic and Trade Arbitration Commission (CIETAC) in trial of foreign-related cases and proposed the cooperative concept of shared benefits through joint discussion and construction. Wang also expressed the willingness to share the foreign-related talent cultivation platform, resources and channels, as well as the ascertainment mechanism with the BICC to build world-class rules, systems and think tanks together for common development and a win-win future.

He put forward three suggestions on high-level building of the BICC.

Firstly, efforts should be made to jointly enhance the publicity capability of the international rule of law. We should promote the publicity of the construction of the BICC and the one-stop diversified international commercial dispute resolution platform, and expand international influence and enhance international recognition of the rule of law, based on the well-developed international resources, channels and platforms of the CIETAC. Meanwhile, judges of the BICC are welcome to participate in the activities of the CIETAC, introducing the progress of their court’s work, as well as in promoting the rule of law and judicial innovation to contribute to building Beijing into the preferred location for the settlement of foreign-related commercial disputes.

Secondly, efforts should be made to strengthen studies on the international rule of law. Given that the current extraterritorial experience on international commercial dispute settlement is worthy to be learned from to improve Chinese system, he CIETAC is willing to cooperate with the BICC and other dispute settlement institutes to carry out more studies related to the legal systems of international commercial courts and the settlement of commercial investment disputes to improve the diversified resolutions for international commercial disputes.

Thirdly, effort should be made to enhance the construction of an information-based intelligent dispute settlement mechanism. It is important to further summarize experience in intelligent dispute settlements, and promote the "one-stop" interconnection mechanism for litigation investigation, mediation and arbitration to provide the parties with convenient, low-cost, highly-efficient, fair and transparent services for international commercial dispute settlement.
